Led by Professor XIAO Mingzhao and Professor ZHAO Qinghua from the First Affiliated Hospital of Chongqing Medical University, the patient safety team has dedicated 23 years to advancing the field of patient safety. With a focus on critical areas spanning healthcare delivery, medical education, scientific research, public service and international collaboration, the team has pioneered and significantly shaped the progression of patient safety in China. Their work has contributed insightful "Chinese experience" and "Chinese wisdom" to global patient safety movement.
Patient-Centered: Leading and Propelling Patient Safety Advancement in China
Since 2002, in response to the resolutions of the WHO Patient Safety Movement, the team has embarked on a four-phase initiative to patient safety research and practice :Learning, Transformation, Demonstration, and Promotion.
The year 2008 marked the establishment of the first patient safety learning and research group in China.
In 2013, the team pioneered the introduction of a Patient Safety curriculum in medical colleges and universities across China, and built a talent development framework in patient safety.
In 2014, Chinese Hospital Association (CHA) launched the China Patient Safety Education and Research Collaboration Network in Chongqing. Since then, the team has consistently spearheaded the compilation of five editions of the China Hospital Association Patient Safety Goals, compiled and published a series of influential works on patient safety, and ranked first nationally in the number of published research papers on the subject.
In 2014, the team launched the official “Patient Safety” WeChat, which has become an important information platform for introducing the latest global literature and best practices in patient safety.
In 2019, Professor XIAO Mingzhao served as a spokesperson at the National Health Commission’s press conference marking World Patient Safety Day.
Actively Engaging in International Collaboration and Continuously Contributing “Chinese Wisdom”.
The team has been repeatedly delegated by the National Health Commission and invited by the WHO to represent China at WHO patient safety conferences.
In 2013, Professor XIAO Mingzhao and professor CHEN Hongyan attended in the 3rd Asian Congress of Medical and Care Facilities held in Japan, where they delivered a keynote address at the WHO Patient Safety Forum titled “Current Status, Issues and Challenges of Patient Safety in China”.
In 2017, professor CHEN Li attended the 2nd Global Ministerial Summit on Patient Safety in Bonn, Germany.
In 2018, the authorized Chinese translation of the WHO Safe Childbirth Checklist Implementation Guide was officially published and made avaliable on the WHO website.
Under the guidance of the National Health Commission, the team contributed constructive written feedback to seminal documents including the WHO’s Global Patient Safety Action for the 72nd World Health Assembly in 2019 and the Global Patient Safety Action Plan 2021–2030 for the 74th World Health Assembly in 2021.
In 2022, Professors Xiao Mingzhao and professor Zhao Qinghua participated virtually in the WHO Policy Makers Forum: Patient Safety Implementation and Made Presentations. Later that year, Professor XIAO Mingzhao attended online WHO Implementing the Global Patient Safety Action Plan 2021–2030: Pandemic and Beyond.
As the only representative from China, Professor XIAO Mingzhao contributed to the compilation and review of the WHO’s 2024 Global Patient Safety Report and participated in its online launch event in 2024.
In 2024, the team held a virtual meeting on patient safety with the Integrated Health Services Department at WHO Headquarters. Following this, Dr. Rudi Eggers, Director of the Department, and his delegation subsequently visited the First Affiliated Hospital of Chongqing Medical University to review patient safety practices.
In 2014, Professor XIAO Mingzhao and Nurse Practitioner XIAO Shuang traveled to Taiwan Province to attend the 12th International Nursing Informatics Conference and delivered a keynote speech titled “Patient Safety and Nursing Informatization”. Dr. Liu Tong attended the 20th International Nursing Conference in Helsinki, Finland and presented at the Patient Safety Session.

In 2014, Professor XIAO Mingchao and Nurse XIAO Shuang attended the 12th International Nursing Informatics Congress in Taiwan, presenting a keynote speech on “Patient Safety and Nursing Informatization”. Looking ahead, Dr. LIU Tong is scheduled to attend the 20th International Council of Nurses Congress in Helsinki, Finland, in June 2025, where he will address at the Patient Safety Conference.
